Rev. Oleksiy Navrotskyy

LCC’s Missionary Pastor in Ukraine
“And I will give you shepherds after My own heart, who will feed you with knowledge and understanding.” – Jeremiah 3:15

Rev. Oleksiy Navrotskyy serves as a missionary of Lutheran Church–Canada (LCC) in Ukraine, called to proclaim Christ and administer His gifts through the preaching of the Word and the right administration of the Sacraments. In partnership with the Synod of Evangelical Lutheran Churches in Ukraine (SELCU), Rev. Navrotskyy carries out his vocation as both pastor and missionary—strengthening the faithful and bringing the Gospel to new communities.

From his home base in the city of Nikolaev, Rev. Navrotskyy leads the gathered Church in the Divine Service, preaches Christ crucified and risen, and provides pastoral care through catechesis, visitation, and ongoing instruction in the faith. His ministry is grounded in the conviction that the Church grows not through programs or innovations, but through the living and active Word of God and the gracious means Christ Himself has instituted.

As a missionary, Rev. Navrotskyy regularly travels to the western city of Lviv to support a developing mission. There he works to establish a confessional Lutheran presence, rooted in the marks of the Church—Word and Sacrament—and built on the foundation of sound catechesis and pastoral care. 

In addition to his pastoral and missionary service, Rev. Navrotskyy plays a vital role in theological education across Ukraine. He mentors future pastors, teaches confessional Lutheran doctrine at the seminary, and translates faithful Lutheran resources into the Ukrainian language. In doing so, he strengthens the Church’s theological foundation and helps ensure the Gospel will continue to be rightly taught and confessed for generations to come.

Rev. Navrotskyy’s ministry is a vivid expression of what it means to be a confessional Lutheran missionary: to go forth not with human strategies, but with Christ’s own means—Word and Sacrament—and to plant and build up congregations that remain steadfast in the faith. Whether in the pulpit or the classroom, in the home or on the road, he serves as a shepherd who points all people to the Good Shepherd who laid down His life for the sheep.
